Can WhatsApp call a landline or a mobile number?

Bijgewerkt op 28 augustus 2026

No. WhatsApp calls reach other people on WhatsApp, not numbers on the phone network. You can call a contact who has the app, wherever in the world they are, but you cannot dial a landline, a bank's hotline, an office switchboard or anyone who never installed WhatsApp. If that is what you need, you need something that dials numbers - the last section covers it.

What WhatsApp means by calling

WhatsApp describes voice calling as calling your contacts using WhatsApp for free, even if they are in another country. That sentence is the whole answer: both ends of the call are on WhatsApp. The number in your address book is how WhatsApp finds the account - it is not a number WhatsApp dials.

The call itself travels over your internet connection. WhatsApp says voice calling uses your phone's internet connection rather than your mobile plan minutes, and that data charges may apply. Group calls run for an unlimited duration with up to 32 people.

None of this touches the phone network, which is why the call is free between countries - and why it cannot reach a phone that is not running the app.

What that rules out

It helps to be concrete about the calls people try to make on WhatsApp and cannot.

  • A landline. There is no WhatsApp account behind it, so there is nothing to ring.
  • A bank, an airline or a government helpline on its published number, unless that organisation is separately set up on WhatsApp.
  • An office switchboard, a hotel reception or a doctor's surgery.
  • A relative who never installed WhatsApp, or who deleted it.
  • Emergency numbers. WhatsApp's terms state that its services do not provide access to emergency services or emergency services providers, including the police, fire departments or hospitals, and do not otherwise connect to public safety answering points. Dial 112, 999 or 911 on a phone.

There is no account behind a landline, so a messenger has nothing to ring.

What the Business Calling API changed, and what it did not

Businesses can now take calls on WhatsApp through the WhatsApp Business Calling API. Meta describes it as initiating and receiving calls with WhatsApp users over Voice over Internet Protocol, and a customer can start such a call from the ordinary WhatsApp app on their phone. Businesses starting the call themselves is not available everywhere - the United States, Canada, Egypt, Vietnam and Nigeria are excluded.

So a company can be reachable on WhatsApp. What has not changed is the shape of the call: it is still WhatsApp to WhatsApp. The company has to have set this up, and you reach its WhatsApp presence, not the number printed on its website. WhatsApp did not turn into a phone dialler.

How to call an ordinary number from your computer

When the number really has to be dialled - a helpline, a landline, someone without the app - you need a service that connects to the phone network. Browzerphone does that from a browser tab, and the person you reach reads it as an ordinary incoming call.

  1. 1Open Browzerphone in your browser and allow it to use your microphone.
  2. 2Create an account with your email address. Nothing is installed, on your computer or on the phone you are calling.
  3. 3Add a small amount of credit, so calls are paid for per minute as you make them.
  4. 4Type the number in international form - a plus sign, the country code, then the local number without its leading zero - and call. Look the code up first if you are unsure of it.

Veelgestelde vragen

Can WhatsApp call a landline?

No. WhatsApp describes voice calling as calling your contacts using WhatsApp, so both people need the app. A landline has no WhatsApp account behind it and cannot be reached that way.

Can I call my bank or a customer service line on WhatsApp?

Only if that organisation runs a WhatsApp presence and you reach it there. The WhatsApp Business Calling API lets companies take calls from customers over the internet on WhatsApp, but the call is still WhatsApp to WhatsApp - it does not dial the helpline number printed on the website.

Do WhatsApp calls use my minutes?

No. WhatsApp says voice calling uses your phone's internet connection rather than your mobile plan minutes, and that data charges may apply. On mobile data abroad, that can cost more than you expect.

Can I call 112, 999 or 911 on WhatsApp?

No. WhatsApp's terms state that its services do not provide access to emergency services or emergency services providers, including the police, fire departments or hospitals, and do not otherwise connect to public safety answering points. Always use a phone for an emergency call.

How do I call a normal phone number from my laptop?

Use a service that connects to the phone network rather than a messenger. Browzerphone runs in a browser tab: sign in, add credit, type the number in international form and call. The person you reach needs no app and no account.

Dial a real number, not an account

Landlines, mobiles, helplines - from a browser tab, paid by the minute. Nothing to install on either side.
